First Selectman’s Proposed Budget for Fiscal Year 2022-2023

Dear Middlefield & Rockfall Taxpayers:

Today, I have released my First Selectman’s FY23 Proposed Annual Town Budget. A copy is available for public inspection in the office of the Town Clerk or by clicking the link below.

Some highlights of the FY23 proposed Town Budget:

  • Mill rate reduction to 27.56 from 31.82.
  • Municipal operations expense decrease of $54,791.
  • The USDA loans for the WPCA sewer system have been paid off leaving only the annual debt service of $50,736 on the fire department communications systems remaining.
  • Education cost increase of $1,428,727 as proposed by Regional School District 13.
  • Capital plan continues to be robustly funded at $799,626.
  • Use of $1,000,000 of the Unassigned General Fund balance reduces the mill rate by 2.93 mills.
  • The Unassigned Reserve Fund for FY23 will be maintained at a level of approximately 15% of total expenditures.  A healthy financial position for the Town even with the use of $1,000,000 of Unassigned General Fund balance..

The proposed tax for FY23 on an average home (assessed at $201,668) is $4,395 for education costs and $1,162 for Town costs.  This is an increase of $424 over the prior fiscal year and is attributable almost entirely to the proposed Regional School District 13 budget increase.

This budget continues the progress of the Town’s administration, which places emphasis on efficiency improvements in our Town operations.  I’m pleased to report that the FY23 budget continues to reflect the value and importance we place on the well-being of our employees as evidenced by our recently ratified union contracts. I propose to continue the robust level of investment in our Capital Fund to support repairs and improvements to our roads, Town facilities and future equipment replacements.

I look forward to presenting this budget and addressing your questions at the Board of Finance’s Public Hearing on Thursday, March 10th, 2022, at 7 P.M. at the Town of Middlefield Community Center.
