#1 – INVITATION TO BID

Bids are invited by the owner of 58 West Street, Middlefield, CT. Bids will be received on behalf of the owner by the Town of Middlefield, Finance Director’s Office, PO Box 179, 393 Jackson Hill Road, Middlefield, CT 06455 until 2:00 P.M., November 8, 2022, at which time they will be opened and read aloud.

Project specifications are available at:

Mandatory pre-bid conference: 9:00 A.M., November 1, 2022, Middlefield CT.  Scope of work includes: Septic repair.

#3 – INVITATION TO BID


TOWN OF MIDDLEFIELD

LAKE SHORE DRIVE CULVERT REPLACEMENTS
INVITATION TO BID

Sealed Bids for Lake Shore Drive Culvert Replacement will be received by the Town of Middlefield electronically via the internet bidding service until 11:00 AM local time on Wednesday, November 16, 2022 at which time the Bids received will be publicly opened and read aloud. The Project primarily consists of installing precast concrete culvert and channel components, storm drainage, and full depth roadway improvements. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.

Bidding Documents are available for free download from the Project’s bidding service webpage. To download Bidding Documents: go to the bidding service homepage listed below; select this project’s solicitation; sign in and/or register as directed; and select the Bidding Documents for download. A non-refundable $40 fee to the bidding service is required to submit an electronic Bid. Notify the Issuing Office with questions in this regard. Digital ID is not required for this online bid.

The Issuing Office is the Town Hall, 393 Jackson Hill Road, Middlefield, Connecticut 06455.

Printing Bidding Documents is the responsibility of the prospective Bidder. Printed copies will not be issued by the Town. Neither Owner nor Engineer will be responsible for Bidding Documents that differ from documents available from the Project’s bidding service webpage.

A pre-bid conference will be held at 11:00 AM local time on Wednesday, October 26, 2022, at the project site. Pre-bid conference attendance is encouraged but is not mandatory.

Bids must be accompanied by a Bid Bond in the amount of five percent of the Bid.

The successful Bidder will be required to provide Performance and Payment Bonds each in the amount of one hundred percent of the Contract Price.

The successful Bidder shall comply with the requirements of Prevailing Wage Rate Laws in accordance with Section 31-51 of the Connecticut General Statutes.

The contractor who is selected to perform this State funded project must comply with CONN. GEN. STAT. §§ 4a-60, 4a-60a, 4a-60g, and 46a-68b through 46a-68f, inclusive, as amended by June 2015 Special Session Public Act 15-5.

State law requires a minimum of twenty-five (25%) percent of the state-funded portion of the contract for award to subcontractors holding current certification from the Connecticut Department of Administrative Services (“DAS”) under the provisions of CONN. GEN. STAT. § 4a-60g, as amended.  (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.)  The contractor must demonstrate good faith effort to meet the 25% set-aside goals.

For municipal public works contracts and quasi-public agency projects, the contractor must file a written or electronic non-discrimination certification with the Commission on Human Rights and Opportunities. Forms can be found at http://www.ct.gov/opm/cwp/view.asp?a=2982&q=390928&opmNav_GID=1806.

The Contract Documents require affirmative action of the Contractor and any subcontractors to ensure equal employment opportunity as noted in Governor’s Executive Orders 3 and 17.

The Owner is exempt from payment of Sales and Use Taxes on all materials and equipment to be permanently incorporated in the Work.  These taxes shall not be included in the Bid.

Unless provided for by the Instructions to Bidders, no Bid may be withdrawn until sixty (60) days after the Bid Opening.  The Town reserves the right to: reject any or all Bids; waive informalities or defects in Bids; make extensions to review Bids; and accept the Bid(s) that, in the Town’s judgment, will be in its best interests.

#4 – INVITATION TO BID

The Town of Middlefield is accepting sealed bids for the furnishing of one (1)
Type 4 Brush vehicle as specified. This vehicle shall include a 2 person, All
wheel drive, Diesel engine, Commercial cab and chassis equipped with at
minimum the following: 500 gallon per minute pump with pump and roll
capability, a minimum 800-gallon water tank, and a 20 gallon class A foam
tank with foam system. Bids shall be submitted following all instructions
listed within the specification. Bids must be received by Tuesday, December
6, 2022 at 4:00 PM, addressed to First Selectman, Town of Middlefield, 393
Jackson Hill Road, Middlefield, CT 06455. Bid opening will be at the
Middlefield Volunteer Fire Company, 406 Jackson Hill Road, Middlefield, CT
06455 on Tuesday, December 6, 2022 at 6:30 PM, where all bids will be
opened and read aloud. Any questions regarding these specifications can be
